Dear Prime Minister Shinzo Abe,

Dear United States President Barack Obama,

Dear Okinawa Prefecture Governor Hirokazu Nakaima,

 

We protest the forcible undersea boring survey on the eastern seacoast of Nago City, in Oura Bay and the shore of Henoko.

 

The Japanese government is attempting to forcibly undertake undersea boring survey on the eastern seacoast of Nago City, in Oura Bay and the shore of Henoko, for the purpose of constructing a Futenma replacement facility. This is against the will of the Okinawan people who firmly oppose the construction of a new military base; it is an outrage that will significantly destroy democracy as well as local life and environment, further militarizing Okinawa.

 

Moreover, in the approval procedure for public waters reclamation, the Japanese government neglected its legal responsibility to protect the environment, forcibly launching construction under careless environmental assessment. The Japanese government also put pressure on Okinawa Prefecture to neglect its responsibility to comply with the law, and Okinawa Prefecture has yielded to this pressure, leading it to approve the reclamation and allow the construction to proceed. This process has injured the dignity of the people who live in Okinawa.

 

In order to forcibly build a new military base, the Japanese government is now using excessive policing, threatening to apply special police law, tripping over itself to “cooperate” with the U.S. military, and even expanding the restricted area in Oura Bay and the shore of Henoko to be provided to the military.

 

We protest with unbridled anger against the Japanese government’s launching of construction. We demand an immediate stop to the construction/undersea boring survey and a retraction of the plan for military base construction.
